| 1 | 提升遗产影响评估:对ICOMOS指南的分析批评显示文摘2011年ICOMOS公布了《世界文化遗产影响评估指南》(Guidance on Heritage Impact Assessment for World Cultural Heritage Properties)。截至2016年,在UNESCO的要求下已经有超过100个世界遗产地进行了遗产影响评估(简称HIAs)。本文对此影响评估指南的内含假定予以分析批评。我们认为,该指南中的诸多假定主要来源于遗产管理中的'保存'(preservation)这一话语,而非'保护'(conservation)或'遗产规划'。该问题的重要性体现在,不同的话语将影响到HIAs的影响评估方式和严谨性,进而潜在影响其结果。我们还认为.这样还进一步影响到了不同的利益相关者之间的错误交流和理解,尤其体现在遗产价值的性质、HIA的目标、影响评估的方式以及利益相关者间的差别等方面。我们建议HIA的实践者们承认不同的话语的存在。这能够使HIA成为一个更有效的遗产管理工具。 | Patrick Patiwael Peter Groote Frank Vanclay 王思渝 | 2019 | 中国文化遗产2019，，3： | 2 |
