1公私合作项目物有所值评估比较与分析显示文摘全面解析了公私合作项目物有所值评估(VfM)实践,包括评估流程、执行时间、公共部门比较值、贴现率选择、风险计量等多方面,以澳大利亚、英国、加拿大、美国为案例进行了横向比较研究。首次对物有所值评估所包含的项目回报、社会福利、外部性、风险转移四项假设进行了定量和定性分析。研究结果显示VfM评估在综合评测PPP项目可行性上存在不足。提出了设计我国PPP项目决策体系的启示和发展策略。彭为 陈建国 Cui Qingbin 穆诗煜 2014软科学2014,28,5:36
2政府与社会资本合作项目利益相关者影响力分析——基于美国州立高速公路项目的实证研究显示文摘为探索政府与社会资本合作(Public-Private-Partnership,PPP)项目中存在哪些重要的利益相关者以及哪些因素决定了利益相关者的影响力,本文以两个高速公路PPP项目为例进行了如下研究。根据项目过程交流、工作和合同关系建立了社会网络模型,从而分析项目利益相关者的社会影响力、职权影响力和经济影响力;采用多元回归分析方法来探究利益相关者影响力与利益相关者在不同类型的网络所处的位置之间的关系。结果表明,社会网络模型可以有效地寻找出PPP项目中核心或是边缘的利益相关者,利益相关者的影响力可以通过各类网络的中心度指标来反映。利益相关者在交流关系网络、工作关系网络和合同关系网络的位置极大地影响了它所拥有的社会影响力、职权影响力和经济影响力。研究最后提出PPP项目利益相关者管理的针对性建议。彭为 陈建国 伍迪 申良法 Cui Qingbin Amir Ghorban 2017管理评论2017,29,5:19

4Modulating the function of ABCB1: in vitro and in vivo characterization of sitravatinib, a tyrosine kinase inhibitor显示文摘Background:Overexpression of ATP-binding cassette(ABC)transporter is a major contributor to multidrug resistance(MDR),in which cancer cells acquire resistance to a wide spectrum of chemotherapeutic drugs.In this work,we evaluated the sensitizing effect of sitravatinib,a broad-spectrum tyrosine kinase inhibitor(TKI),on ATP-binding cassette subfamily B member 1(ABCB1)-and ATP-binding cassette subfamily C member 10(ABCC10)-mediated MDR.Methods:MTT assay was conducted to examine cytotoxicity and evaluate the sensitizing effect of sitravatinib at non-toxic concentrations.Tritium-labeled paclitaxel transportation,Western blotting,immunofluorescence analysis,and ATPase assay were carried out to elucidate the mechanism of sitravatinib-induced chemosensitization.The in vitro findings were translated into preclinical evaluation with the establishment of xenograft models.Results:Sitravatinib considerably reversed MDR mediated by ABCB1 and partially antagonized ABCC10-mediated MDR.Our in silico docking simulation analysis indicated that sitravatinib strongly and stably bound to the transmembrane domain of ABCB1 human-mouse chimeric model.Furthermore,sitravatinib inhibited hydrolysis of ATP and synchronously decreased the efflux function of ABCB1.Thus,sitravatinib could considerably enhance the intracellular concentration of anticancer drugs.Interestingly,no significant alterations of both expression level and localization of ABCB1 were observed.More importantly,sitravatinib could remarkably restore the antitumor activity of vincristine in ABCB1-mediated xenograft model without observable toxic effect.Conclusions:The findings in this study suggest that the combination of sitrvatinib and substrate antineoplastic drugs of ABCB1 could attenuate the MDR mediated by the overexpression of ABCB1.Yuqi Yang Ning Ji Chao-Yun Cai Jing-Quan Wang Zi-Ning Lei Qiu-Xu Teng Zhuo-Xun Wu Qingbin Cui Yihang Pan Zhe-Sheng Chen 2020Cancer Communications2020,40,7:2

10Evaluation of the contract reliability for alternative infrastructure project delivery: a contract engineering method显示文摘Governments at all levels are increasingly motivating the private sector to participate in infrastructure development using alternative project delivery methods to relieve financial burden. When designing contracts, governments usually offer incentives while requiring cost or time guarantee to balance project attractiveness to the private sector and fair protection of public interest. However, a practical and critical problem is how to properly design these provisions. Although previous studies have investigated the value of these provisions, a knowledge gap still exists with respect to methods of fairly and effectively designing such provisions. This study fills this gap by developing a methodology that analyzes the appropriateness of guarantee or warranty provisions for contracts. In this study, a contract reliability index is constructed, and a process of evaluating contract reliability is proposed. The New Mexico Highway 44 project, in which three warranty provision arrangements are investigated, is used as a case study to illustrate the analysis process. Results show that although a ceiling clause can effectively motivate the private sector to participate in the project, it sacrifices a significant amount of public benefits. By contrast, although a warranty option can protect public benefits, it cannot effectively incentivize the private sector. A combination of the ceiling clause and the warranty option will therefore result in improved contract provision design. 15Summer habitat selection and impacts of human disturbance on leopard cats(Prionailurus bengalensis)显示文摘Introduction:As a consequence of habitat loss and degradation,the leopard cat(Prionailurus bengalensis)in China has become endangered and in need of urgent protection.In situ conservation of leopard cats must be based on an understanding of their habitat selection patterns.We studied the summer habitat of leopard cats using line-transect surveys in the northern Taihang Mountain region surrounding Beijing,China.We compared used plots with non-used plots in elevation,tree canopy,and 20 other ecological variables,and used Vanderploeg��Scavia’s resource selection index(VSI)to analyze habitat preferences.Outcomes/others:Results show that tree canopy,tree height,tree density,and stump quantity of used plots were significantly lower than non-used plots in summer,and that leopard cats preferred habitats located on northern,flat slopes with lower slope,shrub-dominated,dry soil,and less fallen-wood.Leopard cats had a strong tendency to use habitats near human disturbance areas with moderate levels of disturbance intensity.Conclusion:The results suggest that future conservation efforts should emphasize:(1)strengthening the protection and management of forest fringe shrub habitats to improve summer habitat suitability,and(2)environmental education and animal protection campaigns to promote community biodiversity conservation.Jiayi Wu Jing Wang Yinjiu Zhu Xiangli Bu Rongwei Xiang Qingbin Lu Shaopeng Cui Yinghong Hao Yan Sheng Xiuxiang Meng 2020Ecosystem Health and Sustainability2020,6,1:0
