3Forest Road Detection Using LiDAR Data显示文摘We developed a three-step classification approach for forest road extraction utilizing LiDAR data. The first step employed the IDW method to interpolate LiDAR point data(first and last pulses) to achieve DSM, DTM and DNTM layers(at 1 m resolution). For this interpolation RMSE was 0.19 m. In the second step, the Support Vector Machine(SVM) was employed to classify the LiDAR data into two classes, road and non-road. For this classification, SVM indicated the merged distance layer with intensity data and yielded better identification of the road position. Assessments of the obtained results showed 63% correctness, 75% completeness and 52% quality of classification. In the next step, road edges were defined in the LiDAR-extracted layers, enabling accurate digitizing of the centerline location. More than 95% of the LiDAR-derived road was digitized within 1.3 m to the field surveyed normal. 7Exploring Turkey’s Strategic Goals in Caucasus Region During the 2020 Nagorno-Karabakh Crisis显示文摘After the collapse of the Soviet Union,the lack of a superior power in the Caucasus region has led to regional and international great powers competition.The existing energy resources are the main reason for competitions in the south Caucasus,and besides other crises,the resources have heightened the political tensions among regional and international players.The Karabakh crisis,which has been a regional conflict for many decades,was precipitated in 2020 due to unprecedented armed clashes between Azerbaijan and Armenia,which led to an increase intensions and threats in the Caucasus region.During this time,Turkey,by supporting Azerbaijan,has had a prominent role in determining the results of the conflicts in favor of Azerbaijan.To clarify Turkey’s role in this matter,the present study explored Turkey’s strategic goals in the Caucasus region during the 2020 Nagorno-Karabakh Crisis.Turkey’s strategic goals in this regard have been argued to be geopolitical development,dominance over energy pipelines,and the reinforcement of its position in both the Caucasus region and the international arena.Shabnam Dadparvar Saeed Azizi 2020International Relations and Diplomacy2020,8,11:0
8Exploring the Effects of the COVID-19 Crisis on Azerbaijan’s Financial Security显示文摘The emergence of the COVID-19 crisis,similar to the financial crisis of the 1980s and 1990s,has once more threatened the international economic systems.The rapid transmission of the Coronavirus has created travel bans and commuting restrictions on national and international scales,causing a severe recession in the world economy.This is more conspicuous in oil-exporting countries as petroleum products and prices have plummeted down.A good example of the countries that depend on oil and gas exports is Azerbaijan,a country whose domestic economy has not been unaffected by the COVID-19 crisis.This study explores how the COVID-19 crisis has affected Azerbaijan’s economic security.The hypothesis is that due to this pandemic and the reduction of petroleum prices on an international scale,the Azerbaijan’s economy now has declined and the government faces the reduction of oil production,and the devaluation of Azerbaijan’s currency,manat.Moreover,travel bans due to the Coronavirus have dramatically affected Azerbaijan’s other economic sectors and industries such as tourism.All these issues have seriously threatened Azerbaijan’s economic security and the economy will not grow significantly in the near future.Shabnam Dadparvar Saeed Azizi 2021International Relations and Diplomacy2021,9,1:0
