Financing Disaster Risk Reduction:Exploring the Opportunities,Challenges, and Threats Within the Southern African Development Community Region显示文摘The Southern African Development Community(SADC)region,a regional economic body comprised of 16 member states,is one of our planet's most vulnerable regions to natural hazards, and has a complex disaster risk profile. The region has sustained several disasters over the past decades. These events include annual floods in 2004-2019 and extreme droughts(1990-1993);other climate-induced disasters, such as cyclones, also have had devastating impacts, particularly on the Indian Ocean island states and east coast countries. To reduce the risk and impacts of dis asters, governments must invest in disaster risk reduction(DRR).However, interventions aimed at reducing social and economic vulnerability and investing in longterm mitigation activities are often few, poorly funded, and insignificant in comparison with money spent on humanitarian assistance, dis aster relief, and post-disaster reconstruction. This study investigated whether DRR is adequately funded within SADC member states in light of the high stakes in human life, infrastructure, and economic losses and the potential savings involved. The study applied a qualitative research design with data collected through semistructured interviews and focus group discussions.Respondents were selected purposefully and through snowball sampling with a total of 67 respondents from Botswana,Eswatini,Namibia,South Africa, and Zimbabwe participating in the study. The study findings reveal that DRR is inadequately funded in all the member states consulted in comparison to funding allocated to disaster response. In light of the underfunding experienced by DRR activities, this study provides a platform for lobbying and advocacy for adequate funding for DRR.Christo Coetzee Sizwile Khoza Livhuwani D.Nemakonde Lesego B.Shoroma Gideon W.Wentink Maynard Nyirenda Steven Chikuse Tchaka Kamanga Kgosietsile Maripe Morenaogaufi J.Rankopo Lengwe-Katembula Mwansa Dewald Van Niekerk 2023International Journal of Disaster Risk Science2023,14,3:0
Developing Integrated Collective Bargaining System in a Bi National Organization:The Case of the Tanzania Zambia Railway Authority(TAZARA)显示文摘The Tanzania Zambia Railway stretches 1,860 kilometers from the East African Indian Ocean port of Dar es Salaam in Tanzania to New Kapiri-Mposhi in land locked Zambia. It is defined as a bi-national organization as opposed to either transnational or multinational because it is jointly owned and managed by the Governments of Tanzania and Zambia. Its construction was made possible by Chinese interest-free loan to the two Governments.Few development projects in Africa have been charged with as much political and ideological dynamite as Tanzania Zambia Railway. To the Western powers, angry that the Chinese had entered territory which they considered their own preserve,it was a Red Railway intended to thrust communism into the very heart of Africa. For the white regimes in Southern Africa, grimly attempting to hold back demands for majority rule,it was seen as Africa’s Ho Chi Minh Trail, carrying guerrilla further, armed with Chinese thoughts and weapons to the banks of the Zambezi River. The Chinese regarded the project as a Friendship Route to strengthen the new African states against the forces of imperialism and for Tanzania and Zambia it was a Freedom Railway, which should prove an instrument in increasing their independence. These reactions underpin not only the complexity of the establishment and management of a bi-national organization but also present challenges to the two national trade unions on how best they can represent their members.Industrial relations literature has cited differences in countries’historical, social, political, economic, and ideological background as the main obstacles in the development of collective bargaining machinery in transnational or multinational organizations.A study in Tanzania Zambia Railway Authority has attempted to develop an integrated bi-national collective bargaining machinery whose collective agreements are likely to be legally enforceable in their respective countries. This paper explores the development of trade unions in both Tanzania and Zambia which can be divided in three phases:first, the construction phase;second, the consolidation phase;and the third and final phase, trade union liberalization and political pluralism which covers the development of a bi national collective bargaining model with its Joint Industrial Council structure and negotiation procedures. The paper compares and contrasts trade union development in the two contracting states and critically examines how each phase has influenced trade union development. It provides a brief historical outline of collective bargaining process and spells out advantages and limitations of bi-national collective bargaining machinery. The paper concludes by observing that one of the main objectives of regional groupings is economic integration and suggests that integrated collective bargaining machinery be adopted as an ideal industrial relations model for regional groupings such as the African Union(AU),Southern African Development Community(SADC),Common Market for Eastern and Southern Africa(COMESA),Economic Community for West African States(ECOWAS),Eastern African Community, and other regional groupings around the world since it localizes industrial relations function in general and collective bargaining in particular.Mwansa Kamukwamba 2020Chinese Business Review2020,19,4:0
Tuberculosis in the mines of Zambia:A case for intervention显示文摘Zambia is among the sub-Saharan countries highly burdened with tuberculosis(TB) and has an estimated prevalence rate of 638 per 100 000 population in those aged 15 years and above. The mining industry is the main contributor to the country's gross national product, although it is associated with public health challenges, with TB in the mines being among the occupational health diseases having a negative economic impact and threatening to delay the control of TB in the country. We reviewed available evidence on the extent of the burden of TB in the mines so as to inform the development of targeted interventions for the post-2015 End TB Strategy. This was a review of published data from Medline/Pubmed,Cochrane Library and Embase, including unpublished 'grey'literature on the burden of TB and the risk factors of TB in the mines of Zambia. There is limited research in Zambia to fully understand the burden of TB and risk factors associated with TB in the mines. However, the few studies and data available have shown that TB is a significant health problem requiring interventions to improve the quality of life of miners,ex-miners and surrounding communities.TB is a potential problem in the mines of Zambia and the actual burden needs to be determined.Exposure to silica as a risk factor needs further investigation.Pascalina Chanda-Kapata Doris Osei-Afriyie Connrad Mwansa Nathan Kapata 2016Asian Pacific Journal of Tropical Biomedicine2016,6,9:0
The Dilemma of Capital Investment in a Bi-national Organisation:A Case Study of Tanzania-Zambia Railway Authority(TAZARA)显示文摘Tanzania-Zambia Railway is jointly owned and managed by the governments of Tanzania and Zambia thus qualifies to be categories as a bi-national organisation. It was built by Chinese under an interest-free loan to the two contracting states. The railway now faces the dilemma of who is responsible for its capital investment. This article examines how the railway has managed to survive and who is ultimately responsible for its capital investment.Mwansa Kamukwamba 2020China-USA Business Review2020,19,3:0
