1Environmental taxation and regional inequality in China显示文摘In order to combat environmental pollution, China enacted the Environmental Protection Tax Law in early 2018. Yet the impacts of the environmental tax on individual regions with different socioeconomic statuses, which are crucial for social justice and public acceptance, remain unclear. Based on a MultiRegional Input-Output(MRIO) table and a nationally regulated tax payment calculation method, this study analyzes the distributional impacts of an environmental tax based upon province’s consumption from both inter-provincial and rural-urban aspects. The national tax revenue based on the current levy mechanism is estimated to be only one seventh of the economic loss from premature mortality caused by ambient particulate matter(PM2.5). The taxation may slightly alleviate urban-rural inequality but may not be helpful with reducing inter-provincial inequality. We further analyze two alternative levy mechanisms. If each province imposes taxes to products it consumes(rather than produces, as in the current mechanism), with the tax rate linearly dependent on its per capita consumption expenditure, this would moderately increase the national tax revenue and significantly reduce inter-provincial inequality.To better compensate for the economic costs of air pollution and reduce regional inequality, it would be beneficial to increase the tax rate nationwide and implement a levy mechanism based on provincially differentiated levels of consumption and economic status.Jingxu Wang Jintai Lin Kuishuang Feng Peng Liu Mingxi Du Ruijing Ni Lulu Chen Hao Kong Hongjian Weng Mengyao Liu Giovanni Baiocchi Yu Zhao Zhifu Mi Jing Cao Klaus Hubacek 2019Science Bulletin2019,64,22:3
2Stratospheric Ozone-induced Cloud Radiative Effects on Antarctic Sea Ice显示文摘Recent studies demonstrate that the Antarctic Ozone Hole has important influences on Antarctic sea ice.While most of these works have focused on effects associated with atmospheric and oceanic dynamic processes caused by stratospheric ozone changes,here we show that stratospheric ozone-induced cloud radiative effects also play important roles in causing changes in Antarctic sea ice.Our simulations demonstrate that the recovery of the Antarctic Ozone Hole causes decreases in clouds over Southern Hemisphere(SH)high latitudes and increases in clouds over the SH extratropics.The decrease in clouds leads to a reduction in downward infrared radiation,especially in austral autumn.This results in cooling of the Southern Ocean surface and increasing Antarctic sea ice.Surface cooling also involves ice-albedo feedback.Increasing sea ice reflects solar radiation and causes further cooling and more increases in Antarctic sea ice.Yan XIA Yongyun HU Jiping LIU Yi HUANG Fei XIE Jintai LIN 2020Advances in Atmospheric Sciences2020,37,5:3

5Impact of“ultra low emission”technology of coal-fired power on PM_(2.5)pollution in the Jing-Jin-Ji Region显示文摘In response to severe haze pollution,the Chinese government has announced a series of policies focusing on controlling emissions from coal consumption.“Ultra-low emission”(ULE)technologies have the potential to dramatically reduce emissions from coalfired power plants,and have been deployed at some facilities in recent years.This paper estimated the potential environmental benefits of the widespread adoption of ULE in the Jing-Jin-Ji Region.Atmospheric modeling scenarios were analyzed for three cases:a“standard”scenario assuming no ULE deployment,a“best case”scenario assuming complete adoption of ULE across all power plants in the region,and a“natural gas”scenario,assuming emissions factors consistent with natural gas-fired power generation.The simulations show that the widespread adoption of ULE technologies can be an effective and economically competitive option for reducing the impacts of coal-fired power generation on air quality.Xiao LIU Zhilin LIU Weidong JIAO Xuan LI Jintai LIN Anthony KU 2021Frontiers in Energy2021,15,1:0

7Evaluation of county-level poverty alleviation progress by deep learning and satellite observations显示文摘Poverty alleviation is one of the greatest challenges faced by low-income and middle-income countries.China,which had the largest rural poverty-stricken population,has made tremendous efforts in alleviating poverty especially since the implementation of the targeted poverty alleviation(TPA)policy in 2014,and by 2020,all national poverty-stricken counties(NPCs)have been out of poverty.This study combines deep learning with multiple satellite datasets to estimate county-level economic develop-ment from 2008 to 2019 and assess the effect of the TPA policy for 592 national poverty-stricken counties(NPCs)at country,provincial and county levels.Per capita gross domestic product(GDP)is used to measure the affluence level.From 2014 through 2019,the 592 NPCs experience an average growth rate of per capita GDP at 7.6%±0.4%,higher than the average growth rate of 310 adjacent non-NPC counties(7.3%±0.4%)and of the whole country(6.3%).We also reveal 42 counties with weak growth recently and that the average affluence level of the NPCs in 2019 is still much lower than the national or provincial averages.The inexpensive,timely and accurate method proposed here can be applied to other low-income and middle-income countries for affluence assessment.Yanxiao Jiang Liqiang Zhang Yang Li Jintai Lin Jingwen Li Guoqing Zhou Suhong Liu Jing Cao Zhiqiang Xiao 2021Big Earth Data2021,5,4:0
