Towards carbon neutrality:A study on China's long-term low-carbon transition pathways and strategies显示文摘As the world's biggest carbon dioxide(CO_(2))emitter and the largest developing country,China faces daunting challenges to peak its emissions before 2030 and achieve carbon neutrality within 40 years. This study fully considered the carbon-neutrality goal and the temperature rise constraints required by the Paris Agreement,by developing six long-term development scenarios, and conducting a quantitative evaluation on the carbon emissions pathways, energy transformation, technology, policy and investment demand for each scenario. This study combined both bottom-up and top-down methodologies, including simulations and analyses of energy consumption of end-use and power sectors(bottom-up),as well as scenario analysis, investment demand and technology evaluation at the macro level(top-down).This study demonstrates that achieving carbon neutrality before 2060 translates to significant efforts and overwhelming challenges for China. To comply with the target,a high rate of an average annual reduction of CO_(2) emissions by 9.3%from 2030 to 2050 is a necessity, which requires a huge investment demand. For example,in the 1.5℃ scenario,an investment in energy infrastructure alone equivalent to 2.6%of that year's GDP will be necessary. The technological pathway towards carbon neutrality will rely highly on both conventional emission reduction technologies and breakthrough technologies.China needs to balance a long-term development strategy of lower greenhouse gas emissions that meets both the Paris Agreement and the long-term goals for domestic economic and social development, with a phased implementation for both its five-year and long-term plans.Jiankun He Zheng Li Xiliang Zhang Hailin Wang Wenjuan Dong Ershun Du Shiyan Chang Xunmin Ou Siyue Guo Zhiyu Tian Alun Gu Fei Teng Bin Hu Xiu Yang Siyuan Chen Mingtao Yao Zhiyi Yuan Li Zhou Xiaofan Zhao Ying Li Danwei Zhang 2022Environmental Science and Ecotechnology2022,,1:2
Voluntary emission reduction market in China: development, management status and future supply显示文摘The voluntary emission reduction (VER) trading mechanism has played an important role in China’s seven pilot carbon markets. From a comprehensive review of the VER trading and offsetting mechanisms since 2013, this study analyses the quality management of the Chinese Certified Emission Reduction (CCER) in the pilot carbon markets, conducts a comparative analysis of the geographical and field distributions of proposed and registered projects and emission reductions and provides the CCER supply outlook for 2020 in the aspects of on record, project registration, emission reduction registration and emission reduction issuance. Results show that the potential number of CCER projects by 2020 will be 2,864, 1,047, 818, and 286 with the corresponding emission reductions amounting to 493, 212, 133, and 49 million tCO2e, respectively. Although considerable progress has been made, China remains confronted with many challenges in developing the VER trading system. Accordingly, policy stability and continuity and guarding against market risks should be maintained to enable the system to play a substantial role in promoting ecological progress and green low-carbon development in China.Yi Zhou Alun Gu Maozhi Deng 2019Chinese Journal of Population,Resources and Environment2019,17,1:1

Influences of Border Carbon Adjustments on China's Foreign Trade显示文摘The EU, the United States and other economies, with the intention to implement unilateral trade measures Border Carbon Adjustments, impose emission reduction pressure on developing countries. Once implemented, the measures will have great impact on China's foreign trade. Using the input-output table in 2007, this paper had analyzed the influences on China's foreign trade as a whole and sub-sectors in three tax rates scenarios. The results showed that the tariff level of China's exports will increase by 3.6%-6.3% if the tax was levied on exports embodied emissions, and by 1.0%-1.7% if levied on export direct emissions. In 2007, the former total amount of carbon tax was about US$42.6-73.0 billion, 4 times that of the latter. Based on export embodied emissions, sectors largely influenced were non-traditional energy intensive ones, such as textile, et al. These sectors should be encour-aged to carry out industrial upgrading, raising the value-added of export goods, and reducing their embodied emissions by reduction of energy intensity. Taking into account of the complexity of data collection, the tax levied on products direct emission is more operational. The results showed that the five top sectors most affected were other chemical materials, processing of petroleum and nuclear fuel, coking, smelting and rolling of ferrous metal and textile. Most of them were energy intensive sectors. Therefore, adjusting export products structure, and controlling too fast development of energy intensive industries are also important strategies in China.Zhou Lingling Gu Alun Teng Fei He Jiankun 2012Chinese Journal of Population,Resources and Environment2012,10,2:0
Emission reduction effects of the green energy investment projects of China in belt and road initiative countries显示文摘Investment and construction of power infrastructure are directly related to the achievement of sustainable development goals.China's trade and investment with BRI(Belt and Road Initiative)countries have maintained growth trend. The development and construction of these investment projects certainly have impacts on the economic development mode and sustainable development goals of the countries. On collecting the basic information of the renewable energy investment projects, this paper compares and calculates the current power technology structure and grid emission factors of the host countries, and analyses the carbon emission level of electricity generation from the perspective of the whole life cycle.Making it as the benchmark, this paper also analyzes the current China's invested wind and solar energy projects and the carbon emission reduction benefits to the host country. The results show that at present,China has about 36 renewable energy investment projects in BRI countries, with an installed capacity of 15.75GW(China as the project owner or investor),and achieve at least 48.69M tCO2 emission reduction. This shows that China's effective investment and implementation of the green projects will provide a strong impetus for the energy transformation and the improvement of their energy security in BRI countries.Alun Gu Xiaoyu Zhou 2020Ecosystem Health and Sustainability2020,6,1:0
Carbon price impacts on sector cost:based on an input-output model of Beijing显示文摘Under the pressure of sustained growth in energy consumption in China, the implementation of a carbon pricing mechanism is an effective economic policy measure for promoting emission reduction,as well as a hotspot of research among scholars and policy makers. In this paper, the effects of carbon prices on Beijing's economy are analyzed using input-output tables. The carbon price costs are levied in accordance with the products'embodied carbon emission.By calculation, given the carbon price rate of 10 RMB/t-CO_2,the total carbon costs of Beijing account for approximately 0.22-0.40%of its gross revenue the same year.Among all industries, construction bears the largest carbon cost Among export sectors, the coal mining and washing industry has much higher export carbon price intensity than other industries.Apart from traditional energy-intensive industries, tertiary industry, which accounts for more than 70%of Beijing's economy, also bears a major carbon cost because of its large economic size. However, from 2007 to 2010,adjustment of the investment structure has reduced the emission intensity in investment sectors, contributing to the reduction of overall emissions and carbon price intensity.Yijing Zhang Alun Gu Xiusheng Zhao 2014Chinese Journal of Population,Resources and Environment2014,12,3:0

Experiences of Measurement,Reporting and Verification Towards 20% Reduction Target in China显示文摘Bali Action Plan provisions acknowledge the fact that developing countries are already making efforts to reduce emissions and move towards a low carbon pathway. The Copenhagen Accord mentions 'Nationally appropriate mitigation actions seeking international support will be recorded in a registry along with relevant technology, finance and capacity building support. The phrase 'measurable, reportable and verifiable' was critical to the agreement, and the way in which the concept of MRV is reflected in the post-2012 agreement will have significant implications for the effectiveness of that agreement for stakeholders in both developing and developed countries. It is worth looking for current examples of developing country programs that can be measured, reported and verified and examining how countries themselves currently undertake mitigation policies and measures. Many of China's domestic policies have been in effect for several years and thus provide empirical evidence for how such programs can work on the ground. This paper will highlight how MRV is currently applied domestically in China and will not make any specific proposals for negotiators;it only seeks to inform international discussion on how MRV might be applied in practice, and therefore what provisions might be required in a UNFCCC climate agreement.Gu Alun Teng Fei Wang Yu 2012Chinese Journal of Population,Resources and Environment2012,10,4:0
