4Political Culture and Higher Education Governance in Chinese Societies: Some Reflections显示文摘Over the past decades,higher education governance and university management have become increasingly complex worldwide in a context of unprecedented expansion and diversification.Driven by both external and internal pressures,higher education reforms in different nations have often been reported to follow a similar pattern:shifting from the control model to the supervisory model in nearly all aspects of their relationship with universities.While such a trend in Chinese societies has been well documented in the literature,few people have been able to identify the sticking point of higher education governance there.As a result,the concept of a doomed cycle continues to linger obstinately,viewing power delegation as leading to market disorder which,in turn,leads to tighter control.This article points out the neglect of Confucian political culture and its importance for studies of higher education governance reforms in Chinese societies.It aims to demonstrate that Western theories of and approaches to governance and autonomy in higher education cannot be simply applied to other societies of highly different historical and cultural traditions.By so doing,it attempts to shed some light on debates over governance and autonomy in higher education in a much wider context.YANG Rui 2020Frontiers of Education in China2020,15,2:4
5China’s Strategy for the Internationalization of Higher Education:An Overview显示文摘Over the past decades,the internationalization of higher education in China has had considerable achievements,and has contributed to the current transformation of the Chinese system into one of the largest and arguably most promising ones in the world.Setting the Chinese experience in an international context,this article assesses the latest developments.It argues that China’s internationalization of higher education is part of a much larger process of cultural integration between China and the West.From this perspective,it concludes that although China’s recent developments deserve to be noted,China has a considerable distance to go before its aspirations to create truly world-class universities are fulfilled.YANG Rui 2014Frontiers of Education in China2014,9,2:4

10Internationalization,Regionalization,and Soft Power:China’s Relations with ASEAN Member Countries in Higher Education显示文摘Since the late 1980s,there has been a resurgence of regionalism in world politics.Prospects for new alliances are opened up often on a regional basis.In East and Southeast Asia,regionalization is becoming evident in higher education,with both awareness and signs of a rising ASEAN+3 higher education community.The quest for regional influence in Southeast Asia,however,has not been immune from controversies.One fact has been China’s growing soft power.As a systematically planned soft power policy,China is projecting soft power actively through higher education in the region.Yet,China-ASEAN relations in higher education have been little documented.Unlike the mainstay of the practices of internationalization in higher education that focuses overwhelmingly on educational exchange and collaboration with affluent Western countries,China’s interactions with ASEAN member countries in higher education are fulfilled by“quiet achievers,”mainly seen at the regional institutions in relatively less developed provinces such as Guangxi and Yunnan.This article selects regional higher education institutions in China’s much disadvantaged provinces to depict a different picture to argue that regionalization could contribute substantially to internationalization,if a variety of factors are combined properly.YANG Rui 2012Frontiers of Education in China2012,7,4:1

13Turning Scars into Stars:A Reconceptualized View of Modern University Development in Beijing,Hong Kong,Taipei,and Singapore显示文摘Since the 19th century,Chinese societies,as latecomers to modernization,have prioritized Western learning.Modelled on European and North American experiences,modern universities were created to serve this purpose.Having little linkage to their indigenous cultural traditions,they operate in Confucian socio-cultural contexts,with constant and longstanding struggles with their cultural identity.In recent decades,these societies have progressed remarkably well in higher education.Their experience could be seen as a cultural experiment that is placed highly on their sustainable development agendas.The products of their modern education systems especially at the elite level have demonstrated a grasp of both traditional and Western knowledge,with their very best universities well positioned to combine Chinese and Western ideas of a university in everyday operation.Such a bi-cultural condition contrasts sharply to the still largely mono-cultural(Western only)university operating environment in the West.The integration opens further space for their universities to explore an alternative to the Western academic model that has long dominated world higher education.Based on fieldwork at premier universities in Beijing,Hong Kong,Singapore,and Taipei,this article calls for a reconceptualized view of modern university development in Chinese societies.It argues that the experiment enables their top universities to bring back their cultural traditions to integrate with Western values and contribute to inter-civilizational dialogue.YANG Rui 2019Frontiers of Education in China2019,14,1:0

18Mobilities and leachabilities of heavy metals in sludge with humus soil显示文摘Chemical forms of Zn,Ni,Cu,and Pb in municipal sewage sludge were investigated by adding humus soil to sludge and by performing sequential extraction procedures.In the final sludge mixtures,Zn and Ni were mainly found in Fe/Mn oxide-bound (F3) and organic matter/sulfide-bound (F4) forms.For Zn,exchangeable (F1),carbonate-bound (F2),and F3 forms were transformed to F4 and residual forms (F5).For Ni,F1 and F2 forms were transformed to F1,F2,and F3 forms.Both Cu and Pb were strongly associated with the stable forms F4 and F5.For Cu,F2 and F3 forms were major contributors,while for Pb,F3 and F4 forms were major contributors to F5.Humus soil dosage and pH conditions in the sludge were strongly correlated with the forms of heavy metals.Five forms were used to evaluate metal mobilities in the initial and final sludge mixtures.The mobilities of the four heavy metals studied decreased after 28 days.The metal mobilities in the final sludge mixtures were ranked in the following order:Ni > Zn > Cu=Pb.Leaching tests showed that the mobilities of Zn and Ni in lower pH conditions (pH 4) were higher than those in higher pH conditions (pH 8).Rui Zhu Min Wu Jian Yang 2011Journal of Environmental Sciences2011,23,2:7

20Characterization of bonding property in asphalt pavement interlayer: A review显示文摘Higher requirements are put forward for interlayer bonding property with the increase of traffic load, including bearing capacity and durability. Typical diseases caused by insufficient adhesion between layers are slippage cracking, de-bonding and pavement deformation. The correct characterization of bonding property becomes necessary with evolving concerns of interlayer failure and material innovations. In the past forty years, many researches have focused on the evaluation of interlayer bonding property, and some valuable conclusions have been drawn. In this review, the mechanism, evaluation method and influencing factors of the interlayer bond strength are reviewed. The common test equipment can be classified into the shear, pull-off and torsion test. Different influence factors are analyzed including tack coat property, temperature, asphalt aging and surface condition. It is recommended to select the appropriate tack coat rate, and apply the tack coat under the conditions of clean, dry, high surface texture and good compaction. However, the interlayer failure mechanism and the interaction between the different influencing factors need to be further studied. The future work can focus on the correlation between different test methods and evaluation parameters, which would address the lack of harmonization or consistency among various evaluation approaches.
