1Change of surface cover greenness in China between 2000 and 2010显示文摘Surface greenness reflects the situation of vegetation cover.Vegetation index calculated from the Red and Near Infrared bands of remote sensing images,whose values indicate the level of photosynthetic activity,is monotonically related to surface greenness when vegetation canopy does not fully cover the background soil.Especially for desert regions,vegetation index is positively correlated with vegetation coverage.Therefore,vegetation index can be used to study the change in greenness of desert areas.This study collected MODIS Normalized Difference Vegetation Index (NDVI) data from 2000 to 2010 and analyzed their change over China in this period.The results showed that an increasing trend of NDVI occurred over 66.84% (OLS fitting) or 64.27% (LAD fitting) of China,indicating that China's greenness is increasing overall.Meanwhile,desertification of China decreased.Areas showing large increase in greenness are found in Shaanxi,Shanxi,Ningxia,Henan,Shandong,Qinghai,and Gansu while regions with large decrease in greenness are found in Northeast Inner Mongolia,South Tibet,Jiangsu,and Shanghai.Changes of Qinghai,Gansu,Xinjiang and South Tibet could probably be driven by climate factors.Decrease of greenness in Northeast Inner Mongolia was related to agricultural reclamation.Decrease of greenness in Jiangsu and Shanghai was related to rapid urbanization.Climate factors did not exhibit obvious correspondence to the large increase in greenness in Shaanxi,Shanxi,Ningxia and Gansu,indicating that the changes might have been caused by human factors.The reduction of desert areas in China could probably have been caused by human management and protection at the national scale.LIU Shuang1,4& GONG Peng1,2,31State Key Laboratory of Remote Sensing Science, Jointly Sponsored by Institute of Remote Sensing Applications of Chinese Academy of Sciences,and Beijing Normal University, Beijing 100101, China 2Institute for Global Change Studies & Center for Earth System Science, Tsinghua University, Beijing 100084, China 3Department of Environmental Science, Policy and Management, University of California, Berkeley, CA94720, USA 4Graduate University of Chinese Academy of Sciences, Beijing 100049, China 2012Chinese Science Bulletin2012,57,22:23
2Using lightning locating system based on time-of-arrival technique to study three-dimensional lightning discharge processes显示文摘A time-of-arrival(TOA) system based on GPS technology for locating VHF radiation sources from lightning has been developed and used in observation sites in the northern Shandong Province,China.The 3D images of the lightning progression have been obtained successfully for the first time in China.The 3D-channel evolutions of typical negative CG,positive CG and IC lightning flashes have been discussed together with the data of fast electric field change.It was found that significant differences existed between the negative and positive CG lightning flashes in terms of the initiation and propagation of the radiation sources.The preliminary breakdown of a negative CG lightning flash propagated at a speed about 5.2×104 m/s.The stepped leader of negative CG lightning flashes was trigged by negative initial breakdown.Thereafter,it propagated downward at a speed of 1.3×105 m/s.The initial process of the positive CG lightning flashes was also a propagation process of negative streamer.These streamers propagated dominantly horizontally in the positive charge region and accumulated positive charges at the origin of the lightning,and as a consequence,initiated downward positive streamers.A new type of lightning discharge that was triggered by a narrow bipolar pulse(NBP) is discussed in this study.The NBP was originated at altitude of about 10.5 km in the upper positive charge region.As a distinct difference from normal IC flash,its channels extended horizontally all around and produced a lot of radiation sources.The source power of the NBP could approach 16.7 kW,which is much greater than that of normal lightning discharge ranging between 100 mW and 500 W.The 3D propagation of this new type of lightning discharge was observed and obtained for the first time in China.The possible initiation mechanism of this new type of light-ning is discussed here.ZHANG GuangShu1,WANG YanHui1,QIE XiuShu2,ZHANG Tong1,ZHAO YuXiang1,3,LI YaJun1 & CAO DongJie11 Laboratory for Climate Environment and Disasters of Western China,Cold and Arid Regions Environmental and Engineering Research Institute,Chinese Academy of Sciences,Lanzhou 730000,China 2 Laboratory for Middle Atmosphere and Global Environment Observation(LAGEO),Institute of Atmospheric Physics,Chinese Academy of Sciences,Beijing 100029,China 3 Department of Physics,Tianshui Normal College,Tianshui 741001,China 2010Science China Earth Sciences2010,53,4:21

4Orbit determination for geostationary satellites with the combination of transfer ranging and pseudorange data显示文摘Geostationary satellites(GEOs) play a significant role in the regional satellite navigation system.Simulation experiments show that the clock corrections could be mitigated through a single strategy or double differencing strategies for a navigation constellation,but for the mode of individual GEO orbit determination,high precision orbit and clock correction could not be obtained in the orbit determination based on the pseudorange data.A new GEO combined precise orbit determination(POD) strategy is studied in this paper,which combines pseudorange data and C-band transfer ranging data.This strategy overcomes the deficiency of C-band transfer ranging caused by limited stations and tracking time available.With the combination of transfer ranging and pseudorange data,clock corrections between the GEO and the stations can be estimated simultaneously along with orbital parameters,maintaining self-consistency between the satellite ephemeris and clock correction parameters.The error covariance analysis is conducted to illuminate the contributions from the transfer ranging data and the psudoranging data.Using data collected for a Chinese GEO satellite with 3 C-band transfer ranging stations and 4 L-band pseudorange tracking stations,POD experiments indicate that a meter-level accuracy is achievable.The root-mean-square(RMS) of the post-fit C-band ranging data is about 0.203 m,and the RMS of the post-fit pseudorange is 0.408 m.Radial component errors of the POD experiments are independently evaluated with the satellite laser ranging(SLR) data from a station in Beijing,with the residual RMS of 0.076 m.The SLR evaluation also suggests that for 2-h orbital predication,the predicted radial error is about 0.404 m,and the clock correction error is about 1.38 ns.Even for the combination of one C-band transfer ranging station and 4 pseudorange stations,POD is able to achieve a reasonable accuracy with the radial error of 0.280 m and the 2-h predicted radial error of 0.888 m.Clock synchronization between the GEO and tracking stations is achieved with an estimated accuracy of about 1.55 ns,meeting the navigation service requirements.GUO Rui1,2,3,4,HU XiaoGong2,4,LIU Li1,WU XiaoLi1,HUANG Yong2,4 & HE Feng1 1 Beijing Global Information Application and Development Center,Beijing 100094,China 2 Shanghai Astronomical Observatory,Chinese Academy of Sciences,Shanghai 200030,China 3 Graduate University of Chinese Academy of Sciences,Beijing 100049,China 4 Space Navigation and Positioning Technology,Laboratory of Shanghai Municipal,Shanghai 200030,China 2010Science China(Physics,Mechanics & Astronomy)2010,53,9:13
5Valuing water quality in China:purpose,approach and policy显示文摘The economic valuation of water quality in a rapidly developing country such as China should be undertaken to determine when the benefits from rapid growth begin to exceed the costs from the same. The best approach is to ascertain the total economic valuation of the environmental resource. This includes all of the various uses of the resource, and even those values that are unconnected to individual use (e.g. natural and aesthetic values). A method known as contingent valuation (CV) is used to ascertain these forms of value. This approach is demonstrated here in an application to river water quality in the Beijing area. A CV study is reported in which Beijing area citizens reported an average willingness to pay about 1.3% of annual income in order to prevent further deterioration of river water quality. Aggregation over the representative population indicates that the perceived cost of further river quality deterioration is in the neighbourhood of USD 60 million. 6Characteristics of pCO_(2) in surface water of the Bering Abyssal Plain and their effects on carbon cycle in the western Arctic Ocean显示文摘Characteristics of the pCO2 distribution in surface water of the Bering Abyssal Plain and their relationships with the ambient hydrological conditions were discussed using variations of the partial pressure of CO2 in surface water of the Bering Abyssal Plain and the Chukchi Sea. Data in this study are from a field investigation during the First Chinese National Arctic Research Expedition in 1999. Compared to the high productivity in the Bering Continental Shelf, much lower levels of chlorophyll a were observed in the Bering Abyssal Plain. The effect of hydrological factors on the pCO2 distribution in surface seawater of the Plain in summer has become a major driving force and dominated over biological factors. The Plain also presents a High Nutrient Low Chlorophyll (HNLC). In addition, the pCO2 distribution in the Bering Abyssal Plain has also been found to be influenced from the Bering Slope Current which would transform to the Anadyr Cur- rent when it inflows northwestward over the Plain. The Anadyr Current would bring a high nutrient water to the western Arctic Ocean where local nutrients are almost depleted in the surface water during the summer time. Resupplying nutrients would stimulate the growth of phytoplankton and enhance capacity of absorbing atmospheric CO2 in the surface water. Otherwise, in the Bering Sea the dissolved inorganic carbon brought from freshwater are not deposited down to the deep sea water but most of them would be transported into the western Arctic Ocean by the Alaska Coastal Current to form a carbon sink there. 8人口问题:中国现状、国外经验与对策建议显示文摘2017年以来,全国多个省市先后掀起'抢人'大战。目前,'抢人'大战硝烟未散,已有多地开始鼓励'造人'。但是,'抢人'的对象只是存量,如果中国长期维持超低生育率未来将无人可抢,因此不少省市已经开始布局未来的增量,辽宁、湖北、新疆等地纷纷出台了鼓励生育的福利政策。人口危机将是我国面临的头号问题:1)我国人口失衡问题严重:男女比重严重失衡,家庭和社会的不稳定风险系数增大;劳动力短缺难以满足未来经济发展;老龄化日趋严重,社会保障体系运行压力增大。2)我国总和生育率极低,在低生育状态下2100年将出现倒'V'型趋势;3)我国生育率全球垫底。影响我国育龄家庭生育意愿的主要因素:1)政策因素:我国长期实行的独生子女政策惯性难以消除,短时间很难改变人们的生育观;我国生育福利制度、医疗资源、教育资源等方面的保障性政策远远不够,从而影响了生育意愿。2)经济因素:生育二孩使得育龄家庭不得不面临高昂的经济支出,近年来我国经济缓慢增长,物价上涨、房价奇高,'养不起'成了许多家庭不愿意生育二孩的重要原因。除了生育二孩可能带来的经济压力,我国家庭还承担着医疗、养老等多重负担。3)文化因素:我国育龄家庭二孩生育意愿呈现低迷态势,文化因素在其中扮演着重要的角色,主要原因在于我国生育观念和生育目的发生了转变。4)社会因素:社会因素是生育意愿的外在机制,社会环境和资源供给,家庭成员的意愿表达以及个人的健康状况都会对生育意愿产生直接的影响。国外鼓励生育政策经验与教训:从日本、韩国、新加坡、美国、澳大利亚、德国、法国、瑞典等八国生育政策的实施效果来看,鼓励生育对生育率的回升或延缓其下降有一定的作用,但政策绩效有较大差异。生育政策的指向,不仅要改变家庭生育的成本收益,更重要的是要平衡女性在工作-家庭的关系。国家公共机构应在分担家庭照料责任上主要作用,不能过度依赖企业或者市场。在这一过程中,国家拥有充足的财力用于长期持续的、高强度的生育投入十分关键。最后,生育政策的早期干预非常重要,只有在人们的低生育意愿与行为还未固化的时候进行政策调整,才有可能成功。尽早进行生育政策干预的若干建议:1)短期内,首先应全面放开生育,优先发展幼教产业和公共托幼服务,取消各地非户籍人口入学限制。2)中期内,建议建立生育基金制度,并妥善利用好存量的社会抚养费,通过花费较小的经济手段来鼓励家庭生育;延长产假并建立育儿假制度;制定鼓励生育的住房政策,等等。3)长期内,待以上政策效应递减时,应充分发挥财税政策的调节作用,对多孩家庭和女性再就业的企业给予税收优惠,并对多孩家庭给予财政补贴。Beijing Lanrui Global Investment Management Consulting Co.,Ltd. 2018发展研究2018,35,9:6

11Applications of stable isotopes to study plant-animal relationships in terrestrial ecosystems显示文摘As natural tracers, stable isotopes have been extensively used in plant physiological, ecological and envi- ronmental research. Recently, animal physiological ecologists have also applied stable isotope techniques to study plant- animal relationships. The isotopic compositions of animal body generally reflect and integrate their diets over a time period ranging from hours to years to the lifetime of an indi- vidual. When animal living habitat changes or animals move to a new environment, the animal isotopic compositions will shift accordingly. Thus, stable isotope signatures of an ani- mal can truly reflect its food sources, habitat, distribution and movement patterns during a given time period. More- over, by analyzing animal-tissue isotopic compositions at different temporal scales, we can improve our understanding of animal adaptation to environmental changes. Stable iso- tope technique also provides an ideal tool to study animal foodweb relationship and community structure because of isotopic fractionation during the processes of nutrient as- similation by animals. Stable isotope technique can continu- ously measure animal trophic position in a foodweb, which can eventually reveal the predator-prey relationship and its role in determining matter balance and energy flow in the entire ecosystem. Stable isotope technique has been one of the most important and efficient tools in studying plant-animal relationship. 12中国土地财政制度演变、问题及对策研究显示文摘土地财政的成因:分税制改革后'两个比重'(财政收入在国内生产总值的比重与中央财政收入在财政总收入中的比重)的迅速上升,地方政府的支出责任并未减少,但收入却大幅减少了,于是就形成了地方财政缺口,而土地作为稀缺资源能给地方政府带来多方面的收入,最终引致地方政府对土地财政的依赖。但随着上世纪90年代末到本世纪初土地'招、拍、挂'制度的逐渐成熟和住房制度改革的推进,地方政府越来越认识到了土地的更多可能性。所以,2000年后的土地财政规模的扩张更多源于地方政府的投资冲动。地方政府土地财政依赖度过高问题依然严峻:国有土地使用权出让收入作为政府性基金收入的重要组成部分,占比居高不下。2018年1-8月,占比达到85.6%,相当于全国一般公共预算收入的1/2。总量上看,当前土地财政依赖度过高的问题仍然未得到缓解。正确认识土地财政的功与过:1)土地财政让中国崛起完成了原始积累:中国之所以能'和平崛起',真正原因,恰恰是由于'土地财政'的融资模式,使得中国不必借由外部征服,就可以获得原始积累所必需的'初始信用'。高效率的资本生成,缓解了原始资本积累阶段的信用饥渴,确保了中国经济成为开放和全球化获利的一方。2)土地财政的问题与风险:首先将不动产变成投资品;第二,加剧了贫富差距;第三,带来财政风险和金融风险;第四,造成资源浪费;第五,造成了一定的社会冲突。现阶段能抛弃土地财政吗?鉴于'土地财政'带来的一系列严重问题,主流观点几乎一边倒地要求抛弃'土地财政'。谈论抛弃很容易,如何找到替代的融资?一个简单的答案,就是仿效发达国家,转向税收财政。主流的观点是实施房地产税,逐步用房产税取代土地出让费。任何一种改革,如果想成功,前提就是纳税人的负担不能恶化,1862年,美国的税改取消联邦土地收入,改征地方财产税,纳税人从联邦政府处获得财产,然后向地方政府缴税,总的负担没变,收入在不同政府间切换。如果通过直接增加财产税等新的地方税种来来补偿土地收入,对居民而言,就是支出净增加,据计算,房产税如果要替代一半的土地财政收入,将给居民带来很大的负担。这种非帕累托改进的方案,在一开始就注定会失败。土地财政破局:指出财产税开征的风险,并非否定财产税的作用,而是要发挥不同模式在不同阶段的优势。当城镇化进入新的发展阶段后,就要及时布局不同模式间的转换。模式的过渡,没有简单的切换路径,必须经过复杂的制度设计。中国未来几年最大的战略风险,就是在还没有找到替代方案之前,就轻率抛弃'土地财政'。正确的改革策略应当是:积小改为大改。把巨大的利益调整,分解到数十年的城镇化进程中。从更长远的经济发展阶段看,我们今天所担心的问题,很可能会随着原始资本积累阶段的完成而自动消失。深圳是中国城镇化最快的城市之一,税收收入占政府收入的93%以上,来自土地的收益已经微不足道。但深圳经济并没有因为无地可卖而'不可持续'——由于已经完成了原始资本积累,深圳'土地财政'已经悄然退出。深圳的实践表明,我们可能根本无需为不治自愈的'病'吃药。Beijing Lanrui Global Investment Management & Consulting Company 2018发展研究2018,0,11:3
